Tokyo Global Partner Scholarship 2027 in Japan – Fully Funded Masters & PhD at TMU

Tokyo Metropolitan University (TMU) is offering a fully funded route into graduate study through its Tokyo Global Partner Scholarship 2027, covering flights, tuition, admission fees, and a monthly stipend for Master's and PhD students. The scholarship is part of TMU's push to position itself as an educational and research hub, encouraging collaboration between Tokyo and partner institutions and organisations across Asia.

Unlike many "open to all nationalities" scholarships, eligibility here hinges less on citizenship and more on where you currently study or work — so it's worth checking the institutional and professional affiliation rules carefully before applying.

About Tokyo Metropolitan University

TMU is a public research university established by the Tokyo Metropolitan Government, rather than Japan's national government, setting it apart from many of Tokyo's other public institutions. It is ranked #1001–1200 in the QS World University Rankings 2026 and offers a broad range of graduate programmes across health sciences, engineering, urban and environmental sciences, humanities, law, business, and science.

Who Can Apply

• For Master's applicants: must currently be enrolled in a bachelor's degree programme
• For PhD applicants: must currently be enrolled in a master's degree programme
• Institutional affiliation: your current academic institution must either be a TMU partner institution, or be based in one of Tokyo's sister cities or any Asian country or region
• Professional affiliation (alternative route): applicants working at a research institution, government body, or enterprise located in one of Tokyo's sister cities or any Asian country or region may also qualify

In short, this scholarship is aimed at students and professionals with an existing academic or professional connection to Tokyo's partner network or the wider Asian region — not open-entry to any applicant worldwide regardless of current affiliation.
